چکیده

Current federal regulatory limitations in protecting vernal pools can be attributed to incomplete data on the status of vernal pools statewide, lack of a methodology for assessing the functions of vernal pool ecosystems, failure to incorporate contemporary ecological principles into the development of compensatory mitigation strategies, and a piecemeal regulatory approach that results in administrative inconsistencies and uncertainty for the regulated community. This paper presents an ecologically-based compensatory mitigation rationale and strategy to maintain and restore the functional integrity of vernal pool wetland ecosystems. Our recommendations for an ecologically-based mitigation strategy that can be incorporated into the existing regulatory framework include development of: 1) a scientifically sound classification and assessment of vernal pools statewide; 2) compensation strategies that take a landscape perspective and attempt to protect vernal pool complexes within an ecosystem context rather than as isolated fragments unrelated to larger landscapes; 3) a methodology to assess the functions of vernal pools; and 4) a prioritization methodology to protect the functional integrity of vernal pool ecosystems over their natural range of ecological variability. We present a conceptual ecosystem approach hierarchy for use in assessing vernal pool compensation options. CITATION. Pages 263-273 in: C.W. Witham, E.T. Bauder, D. Belk, W.R. Ferren Jr., and R. An Effective Method for Detecting Potential Woodland Vernal Pools Using High-Resolution LiDAR Data and Aerial Imagery

Effective conservation of woodland vernal pools—important components of regional amphibian diversity and ecosystem services—depends on locating and mapping these pools accurately. Current methods for identifying potential vernal pools are primarily based on visual interpretation and digitization of aerial photographs, with variable accuracy and low repeatability. In this paper, we present an ef...

Population Genetics of Vernal Pool Plants: Theory, Data and Conservation Implications

One goal of population genetics is to quantify and explain genetic structure within and among populations. Factors such as genetic drift, inbreeding, gene flow and selection are expected to influence levels and distribution of genetic variation. I review available data on genetic structure of vernal pool plant species with respect to these factors. Where relevant data are lacking, as is often t...

Vernal Pool Creation in the Sacramento Valley: A Review of the Issues Surrounding Its Role as a Conservation Tool

Considerable controversy and debate exist regarding the ability to successfully create or restore vernal pool ecosystems and the appropriateness of using habitat creation and restoration for mitigating impacts to vernal pools. The role creation and restoration should play in conservation and management is a basic element of the debate. This paper first presents evidence of human activity that a...

Aquatic Macroinvertebrate Occurrences and Population Trends in Constructed and Natural Vernal Pools in Folsom, California

Macroinvertebrate populations from constructed and natural vernal pools on the same land forms and in close proximity, were compared quantitatively to determine colonization and temporal trends. Population trends in the natural pools were used to establish the functional success criteria for constructed pools. Success was evaluated by the quantitative and qualitative similarities of the constru...

Range-wide phylogeographic structure of the vernal pool fairy shrimp (Branchinecta lynchi)

Wetland habitats across the world are experiencing rapid modification and loss due to accelerating habitat conversion. Impacts to wetland habitats are particularly acute in California where up to 90% of wetland habitats have been modified or lost. Vernal pool ecosystems have therefore undergone a dramatic loss in habitat and along with them an entire endemic fauna is under threat of extinction....
